If you notice, you will find that there is something that is unreasonable in Joker's words. Why is a truck full of soldiers? Isn't Joker in the middle of Gotham, a city where people live, not a battlefield where bombs get lost? Gang, yes it's part of Gotham, but soldiers and bombs are not.
